Liberal throne speech to promise tax breaks, new relationship with indigenous people

Canada's Liberal government will formally open a new session of Parliament and set out a busy agenda in a speech from the throne today. The speech, to be delivered in the Senate by Gov. Gen. David Johnston, will lay out in broad strokes the government's plans and priorities.
